MINUTES OF NZOF COUNCIL MEETING -- 10 March 2001
Minutes of the Council meeting of the New Zealand Orienteering Federation (Inc) held at Tihoi Trading Post, Tihoi, from 11:30 am to 5:30 pm.

WELCOME: Myles Thayer, as the new South Island rep, was welcomed on to the Council.
MINUTES OF PREVIOUS MEETING (3 November 2000) Accepted as true and correct. Rob Crawford/Dave Middleton
MATTERS ARISING:
Matters such as Kiwisport Manual, Sportsmark, Strategic Plan, AGM and
Badge Scheme are covered in Agenda for this meeting.

MATTERS ARISING FROM CORRESPONDENCE:
1. Rob tabled his reply to the OFA re NZ financially contributing to
Australian assistance for JWOC teams.
2. Small Sports Grouping. We will reply to Gridiron NZ that we
are interested in being kept informed of any developments but are unable
to commit ourselves to providing resources.
3. Ski Orienteering and the Olympics. Letter to be sent to the
NZ Olympic Committee along the lines drafted by Stuart.
4. Jailhouse Dunes - see General Business.
5. Report of the Ministerial Taskforce on Sport, Fitness and Leisure.
Stuart summarised this in conjunction with reporting on his visit to the
Hillary Commission on 9 March (where he met with Lynda O’Cain and Keith
Mair).
Salient points from Taskforce report and visit:
5.1. Makes strong case for importance of sport in the economic and
social health of the nation. As a result proposes increased funding
for recreation and sport, but much of this could go to areas other than
NSOs, eg Education.
5.2. Reinforces requirement for NSOs to be professional re governance,
leadership, etc. and argues that strong links between schools and clubs
is at the core of maintaining future participation in sport.
5.3. In meantime, Min of Sport is proceeding with establishment of
new umbrella organisation to supersede HC and NZSF and has called for nominations
for its board. Nominees need to have strong business background,
no NZOF nominees came to mind.1
5.4. Hillary Commission advised that funding across all sports for
2001/2 is unlikely to increase. For NZOF, however, there is room
to recover funding lost in 2000/1 but we will need to push other achievements
outside our targeted goals. The latter need to be achievable and
if not met then it will support our case to justify with reasons why.
5.5. Draft Strategic Plan – doesn’t address people with disabilities.
5.6. Coaching. There is a move from measuring delivery in terms
of numbers to a quality basis; also question raised re NZOF providing its
own coaching manuals?
5.7. Anti-Doping Policy is required with NZSF application.
5.8. Sportsmark. Equity for Maori is one of opportunity not necessarily
participation.
5.9. Stuart and Jean will meet with Nicky Sherriff, HC Junior Sport
Development, in Chch, 16 March.
6. Development funding for Park-O Champs. Michael Wood applied
for development funding for NZ Park-O Champs at Taupo in conjunction with
Nationals. Reservations were expressed because the event appeared
to have restricted entry and there was no official entry form or advance
publicity. Resolved to inform Michael that:
* the event be not restricted
* it not be titled a NZ championship
* and it aim to be self-funding. NZOF, however, will underwrite
from development budget up to $200 if a loss is made.
7. Harassment policies and procedures. Hillary Commission are running
seminars on “Harassment Free Sport”. General Manager to attend if
possible.
8. Event levies for rogaines – see General Business.
FINANCIAL REPORT
1. Accounts for Payment approved (Rob Crawford/Myles Thayer).
Balances to 28.2.01 as follows:

Accounts receivable 2,887.62
Expenses due 4,267.19
Net funds $51,943.39
2. Debtor update. 9 debtors, with accounts older than 30 days,
totalling $380.91.
Rob to follow up with WACO, Stuart to follow up re Ben Bocock.
3. Contract for General Manager. Stuart has yet to sign a contract;
this to be followed up. In lieu of this, moved Dave Middleton/Rob
Crawford, that in line with job description, Stuart to be paid quarterly
with first payment to be made at Council meeting preceding AGM.
4. Advertising in NZO by Coaching Director. General view
was that adverts in NZ Orienteering by Coaching Director should be an expense
against Coaching and income for the magazine.
5. Charging postage for bulk orders of NZO. The anomaly that
clubs receiving the magazine in bulk do not pay postage while those with
individual distribution do is to be remedied. From the May issue
bulk postage will also be charged for. Stuart to advise clubs.
REPORT of TECHNICAL COMMITTEE
Issues raised re maintaining graded controllers, controller’s clinics,
event standards and remit on eligibility for national titles were all endorsed
by the Council. Resolved to back the TC where required. Rob
remarked that controllers are our referees and in line with the HC’s “Calling
the Game” campaign, NZOF needs to ensure consistent controller standards
apply.
STRATEGIC PLAN
Few submissions received. Rob will acknowledge these and finalise
the plan by the end of March.
DEVELOPMENT REPORT on CLUB’s BEST PRACTICES
1. Noted that the report implies a Development Officer position but
for the immediate future this will be a Project Officer role for defined
projects.
2. After discussion decided to send a Summary of the report (Introduction/Conclusions
and Appendix B which will become Appendix A) to all clubs and advise that
detailed Best Practices (Appendix C which will become Appendix B) available
on request.
3. Areas of priority for development spending to be suggested, included:
* permanent courses
* successful clubs mentoring other clubs
* generic promotional resources (including web-based resources)
* orienteering in schools.
4. Clubs will be invited to initiate development projects, $5,000 to
be allocated for this purpose. As a result the structure of the development
budget will need adjusting for 2002 and Council will seek leave accordingly
at the AGM.
NZOF OFFICER VACANCIES
1. Development Officer – this will now be funded on a project basis.
2. Media Officer – Kathy Farquhar to be asked to keep fax machine until
appointment is made.
3. Selector - Dunedin’s nomination of Bunny Rathbone accepted.
4. Primary School Coordinator – Provisional application from Lindsay
Smith accepted, awaiting his confirmation.
5. ANZ Team Manager to be advertised this month and in May NZO with
closing date of 31 May.
6. Vice-President. Agreed that the Council would take initiative
in encouraging nominees.
AGM
1. Council will foreshadow fine-tuning of two remits -
* Remit No.3 with addition of “for the purposes of club membership,
a junior will count as 0.5 of a senior.”
* Remit No. 5 in line with recommendation by Technical Committee.
2. Stuart to clarify the application of travel equalisation for clubs
exercising proxies.
3. Awards. Rob explained that new President’s Award, in line
with 2001 being International Year of the Volunteer, will salute a volunteer
at club level. Stuart to check who has previously won the Silva Services
to Orienteering Award, the Silva Club Growth Award and whether the Silva
International Performance Award is open to nomination or declared by Council.
GENERAL BUSINESS
1. WMOC maps (Jailhouse Dunes).
Egmont have indicated that they will offer $1,000 for the OCAD file
of Jailhouse Dunes. Agreed to accept this offer.
2. WMOC video. Not considered to have any promotional value outside
of orienteering circles.
3. Job Descriptions for NZOF Officers. These will continue to
be fine-tuned as and when required.
4. Kiwisport manual. Manual has been photocopied for 2001 distribution.
Republishing on the internet is now underway with Fraser Mills contracted
for initial development work.
5. Club manual republishing. The General Manager will progress
this when he has time available.
6. Sportsmark certification. We have completed the process and
will review it in one-to-two year’s time.
7. Formation of National Veterans Squad. Stuart to follow up
with Jill Dalton and Michael Wood.
8. Anti Doping policy. Rob of the opinion that, at the most,
the existing NZOF policy only requires fine tuning.
9. Badge scheme, should it be removed? Matter to be referred
to NZOF Statistician Bryan Teahan for suggestions.
10. Michael Wood’s nomination for IOF working group on marathon orienteering
was approved subject to the proviso that NZOF cannot afford to fund any
travel to international meetings.
11. Event levies for rogaines. With the AGM to consider a remit
moving levies to a per-head basis, this is potentially a non-issue.
12. NZOF Council vacancies. Rob indicated that Rob Newbrook will
stand down as CDOA delegate as from the AGM.

Saturday, 14 April at 5 pm (preceding the AGM which will be at
7:30 pm).
